This initiative represents a significant step in strengthening South Africa’s commitment to international efforts aimed at protecting cultural heritage. It forms part of the implementation of two key global instruments: the UNESCO Convention of 1970, which seeks to prohibit and prevent the illicit import, export, and transfer of ownership of cultural property, and the UNIDROIT Convention of 1995, which addresses the restitution of stolen or illegally exported cultural objects. By aligning with these conventions, South Africa reinforces its role in combating the growing challenges of heritage crime and illicit trafficking, ensuring that cultural assets remain safeguarded for future generations.

The establishment of the National Forum for the Law Enforcement of Heritage Related Matters (NALEH) is designed to create a collaborative platform that promotes dialogue, coordination, and partnership among key stakeholders. This forum aims to unite government agencies, law enforcement, heritage institutions, and other relevant actors in a shared mission to protect South Africa’s cultural and heritage objects from theft, unlawful export, and illicit trade. This initial engagement serves as a foundational step to connect with stakeholders, exchange insights, and work towards formalizing partnerships that will strengthen enforcement mechanisms and foster a culture of accountability and preservation.
